It's a Zap car, parked at an Electric Vehicle Charging Station at OMSI*... plugged in and charging. When I mentioned this to a friend, he said they have these charging stations in downtown Salem, too. I hadn't seen them, but we do have a few of these three-wheeled Zap cards tooling around in the city, so it makes perfect sense to me.
